If we require credit bureau to email us when request is made, would this almost eliminate all credit fraud?

That sounds good in theory. However, they would have to have a place on the website to change your email address. Although I wouldn't know how to do that (without having your actual email address to begin with), believe me when I tell you...criminals minds work completely different from yours or mine.
