Is Jpay a legal site to Communicate with inmates? Or have I been taken?

I got an email saying my son wanted to email me on the internet.All I had to do was sign up . I was exited about it, so I did. Only to find out I had to give them a credit card and by stamps from them.I did not of course. Is this legal?
